Civic Initiatives Support (CIS) Program Mid-term Performance Evaluation

CIS is a five-year, activity that aims to cultivate a strong and vibrant civil society in Jordan by supporting a broad range of civic initiatives. The purpose of this evaluation is to provide specific guidance for USAID and CIS’s workplan development and implementation for the remainder of CIS. This is an evaluation of activity implementation as well as an evaluation of CIS program design and objectives. It evaluates the extent to which CIS’s grant-making mechanisms and capacity-building activities are effective in supporting national and sub-national initiatives by CSOs; contribute to these CSOs’ organizational development; improve their service-delivery capacity; and develop their understanding of advocacy and their inclination to engage in it. In addition, the Civil Society Assessment is foundational to this evaluation. It is therefore recommended that it be read as well.

The Civil Society Sector Assessment Infographic

The results of the Jordan Civil Society Assessment paint a complex landscape of how the public, civil society organizations, and the government interact. This infographic was designed to illustrate the Assessments conclusions. It depicts several perceptions including what the public express as needs, how civil society’s offerings do not match the needs, the factors that control civil society’s access to government, and the government’s silence or lack of participation in the sector, other than monitoring and controlling.

Jordan’s Civil Society At-a-Glance Infographic

This infographic was designed to spark a conversation about the landscape of civil society in Jordan. How legislature has impacted the sector, the role of USAID, the sector’s employment of the Jordanian population, and the responsibilities of the Government of Jordan. The infographic provides a quick overview of data collected from the Ministry of Social development. The infographic was developed as part of the Civil Society Sector Assessment.

Civil Society Assessment - Final Report

The Civil Society Assessment has three main objectives: to provide an up-to-date and empirically-grounded analysis of the civil society sector (CSS) in Jordan and the challenges it faces; to inform the mid-term evaluation of USAID’s Civic Initiatives Support (CIS) Program and its workplan; and to inform broader USAID civil society assistance programming. The assessment used a primarily qualitative approach. Following extensive consultations with CIS staff and a comprehensive literature review, fieldwork began on May 24, 2015 and continued through June 18, 2015. Assessment findings are based on 12 focus group discussions (FGDs) and semi-structured interviews with 73 key informants conducted in Mafraq, Irbid, Amman, Zarqa, Ma`an, and Tafileh. Informants include a cross-section of Government of Jordan (GoJ) officials at the national, governorate, and local levels; members of parliament (MPs) and former MPs; mayors and municipal council members; leaders and staff of civil society organizations (CSOs); civil society experts (journalists, academics, lawyers, public figures); representatives of the donor community; and staff from USAID implementing partners.

Civil Society Assessment - Arabic - Final Report

يسعى تقرير دراسة المجتمع المدني إلى تحقيق ثلاثة أهداف رئيسية: توفير تحليل محدّث مبني على التجربة الواقعية لقطاع المجتمع المدني في الأردن والتحديات التي يواجهها، وتوفير معلومات إضافية لعملية التقييم النصف مرحلية لبرنامج دعم مبادرات المجتمع المدني الممول من الوكالة الأمريكية للتنمية الدولية وخطة عمله، ورفد برامج الوكالة الأمريكية للتنمية الدولية في مجال دعم المجتمع المدني بشكل عام بالمعرفة والمعلومات. وارتكزت عملية الدراسة على منهجية البحث النوعي، حيث بدأ العمل الميداني في 24 أيار 2015 واستمر لغاية 18 تموز 2015 ، وذلك بعد إجراء استشارات مكثفة مع موظفي برنامج دعم مبادرات المجتمع المدني ومراجعات شاملة للأدبيات والمصادر المتاحة. وارتكزت نتائج الدراسة على نقاشات أجريت في سياق اثنتي عشرة مجموعة تركيز، بالإضافة إلى مقابلات شبه منظمة أجريت مع 73 مشارك/ة رئيسي في المفرق وإربد وعمان ومعان والزرقاء والطفيلة. وقد تم اختيار هؤلاء المشاركين من مختلف القطاعات، فشملت العينة مسؤولين من الحكومة الأردنية على مستويات الدولة والمحافظة والمجتمع المحلي، وأعضاء حاليين وسابقين من البرلمان الأردني، ورؤساء وأعضاء المجالس البلدية، ورؤساء وموظفين من منظمات المجتمع المدني، وخبراء ومتخصصين في شؤون المجتمع المدني )صحفيون وأكاديميون ومحامون، وشخصيات عامة(، وممثلين عن مجتمع المانحين، وموظفين من المؤسسات الشريكة للوكالة الأميريكية للتنمية الدولية.
