Evaluation, Measurement and Verification (EM&V) is a critical component of any renewable energy or energy efficiency program. EM&V demonstrates the value of energy efficiency initiatives by providing accurate, transparent and consistent assessments of their impacts and cost-effectiveness. A central objective of evaluation is to determine the savings to attribute to a program or collection of programs as opposed to other factors (such as changes in production levels or changes in weather)
