This report suggests a Spin-off Scheme to be considered by Greater Amman Municipality
(GAM) to support and encourage its employees to take entrepreneurial risk, through starting
their own businesses. The potential new businesses can cover new business opportunities that
GAM will offer or outsource already existing non-core activities. GAM can strategically withdraw
from non-core activity or from an industry or service that is more competitive when developed
separately on its own.
