The ICAT is based mainly on the USAID Organizational Capacity Assessment (OCA) tool which is a structured tool for a facilitated self-assessment of an organization, followed by action planning for capacity improvements. USAID’s OCA was prepared after reviewing a large number of standard institutional assessment tools used by the Agency and its partners, and other donors1. The tool was revised several times with the latest revision taking place in August 2016. USAID Civic Initiatives Support Program (USAID CIS), adopted this modified tool and facilitator guide to a large extent with revisions mainly being in the scoring system and the adaptation of the assessment process to also serve as a third party assessment tool for Civic Society Organizations (CSOs) in Jordan .
