Review GAM’s organizational chart, strategic plan, and staffing,identify and discuss potential areas for outsourcing with relevant GAM leadership,conduct basic assessment of current service/performance levels of potentially outsourcable functions versus their costs and estimate potential costs and benefits of outsourcing these functions and provide examples or case studies, to the extent that this is possible within the time frame of this assignment, of other municipal and/or national government
success stories, lessons learned, potential pitfalls, of similar programs internationally.
