The Institutional Support and Strengthening Program (ISSP) is a USAID funded program to support the
development and restructuring of the water sector in Jordan, to better meet the challenge of managing
Jordan’s scarce water resources.
From February to June 2011 ISSP carried out an extensive institutional assessment of the sector,
reviewing responsibilities of the Ministry of Water and Irrigation (MWI), the Water Authority of Jordan
(WAJ), the Jordan Valley Authority (JVA), and the corporatized utilities who provide retail water services
to consumers
