The objective of this evaluation was to assess demonstrable progress in achieving the PHFP project
deliverables. For this purpose, USAID designed the EQs to identify achievements and challenges
relating to the management and implementation of the PHFP project, and to provide
recommendations to the MOH and USAID for adaptive management to best ensure attainment of
the deliverables for the remaining life of the project.
