Given Jordan’s lack of resources, the country increasingly looks upon its human resources as a key element of success in order to achieve economic and social development. As outlined by the Ministry of Education, Jordan faces critical educational challenges including increasing illiteracy rates, low enrollment in early childhood education, and decreasing enrollment in vocational education. The overall approach to education in the country is to transform programs, teaching practices, and learning supported by reform of the management of the general education system. The purpose of this strategy, published in 2006, is to guide the operations of the Ministry of Education for the next five to ten years as it implements annual development activities.
