This report was published by USAID in 2010. It is structured based on seven pillars: Streamlining, National Planning (Budgeting and Financial Management), Management (M&E and Accountability), Human Resources Management & Development, and Service Delivery Improvement. The Tow other pillars are called “Enabling Pillars” and they are: Information Technology, including e-Government and Governance and Legislation. Each pillar has a separate section that includes its own analysis and recommendations. The report concludes with key implementation considerations.
