Fulfilling a request from the Ministry of Political and Parliamentary Affairs (MOPPA), USAID CITIES has drafted instructions for Governorate Councils to oversee the implementation of their governorate budgets. While Law 49 of 2015 gives the councils the explicit authority to approve and oversee their budgets, it does not provide them with any mechanisms for doing so. Recognizing this gap, the Ministry asked CITIES for help.
