This report examines in detail three specific CLA “cycles”, two “major” and one “minor”, that were critical in addressing key structural and operational challenges in the first two years of the USAID LENS project and restructuring for success.

In this vein, the brief also explores some of the key enabling conditions that supported or hindered one or more aspect of Collaborating, Learning, and Adapting.
