ASSESSMENT REPORT ON THE FUTURE OF WATER UTILITIES/WATER COMPANIES  

This report presents the findings and results of a study pertaining to an assessment made on the future of Water Utilities/Water Companies in Jordan. The study has been carried out by the Institutional Support and Strengthening Program (ISSP) which is funded by the U.S. Agency for International Development (USAID/Jordan) upon special request from the Minister of Water and Irrigation.
The report reviews the characteristics of well-performing utilities and assesses the performance of utility companies in Jordan compared to these benchmarks. Well performing utilities have clarity of governance, with responsibilities clearly identified and adhered to. The degree of involvement of owners and Government which directly effects performance is limited. Consequently, the more autonomy that utility managers have, the more likely it is that the utility will perform well. The constraints – both external and internal – which affect the ability of Jordanian water utilities to perform well are identified and discussed. Recommendations which will enable the companies to provide improved services are then made.
