International assistance to electoral processes have been ongoing now for several decades. However, no comprehensive tool has been developed that allows for evaluations of the different aspects of these processes, with a focus on assisting Election Management Bodies in improving their planning and implementation of elections.
Therefore, IFES decided to develop a comprehensive approach to the analysis of electoral processes. Based on the decades of experience that IFES has in working together with Election Management Bodies (EMBs), this was a logical step in moving towards long-term assistance aimed at process improvement rather than short-term problem solving in individual elections.
