This briefing paper talks about electoral systems. Our understanding of how the electoral formula and/or district magnitude affect electoral outcomes has improved considerably (see most especially Lijphart 1994; Cox 1997; Katz 1997; Taagepera and Shugart 1989). That understanding is far from complete, however. We wish in this paper to fill an important gap in our understanding of the mechanisms through which electoral systems affect electoral outcomes.
