In countries where either the Independent or the Mixed Model is used, electoral legislation specifies the framework for EMB membership. There is a myriad of different legal provisions that govern this critical issue, some of which are more conducive to EMB independence than others. A basic difference is that between a multiparty-based EMB and an expert-based EMB.
