This publication originated as a set of regional guidelines, applicable to the Organization for
Security and Co-operation in Europe (OSCE) region, jointly developed by International IDEA
and the Office for Democratic Institutions and Human Rights (ODIHR) of OSCE in Warsaw,
which was published in 2001. The OSCE publication provided the basis for further
developing these International IDEA Guidelines and the Institute is grateful to the ODIHR for
their continued co-operation and contribution to this global work.
