An EMB’s activities generally require both the determination of policy and the implementation of major administrative and logistics operations. Besides a policy-making component all EMBs have a policy implementation component, which is the secretariat. It’s a two-tire system, where decision are taken by EMB members in one component and implemented in the other by officials responsible for electoral implementation.
