Progress towards decentralization implementation
To ensure collaborative processes and to pave the way for smooth implementation USAID and the CITIES team held a series of meetings with key stakeholders including the Ministry of Municipal Affairs (MOMA), Ministry of the Interior (MOI), and Ministry of Political and Parliamentary Affairs (MOPPA).

Empowering Communities
Since late 2017, the USAID Jordan Cities Implementing Transparent, Innovative and Effective Solutions (USAID CITIES) Project has been working with Jordan’s sub-national governments to establish Municipal Community Outreach Groups (MCOGs) in each of its 33 partner municipalities. The MCOGs serve as a tool to promote the systematic flow of information and feedback between both municipal and community members.

USAID CITIES Supports MOPPA in Regulating Functions of its Governorate Councils
Fulfilling a request from the Ministry of Political and Parliamentary Affairs (MOPPA), USAID CITIES has drafted instructions for Governorate Councils to oversee the implementation of their governorate budgets. While Law 49 of 2015 gives the councils the explicit authority to approve and oversee their budgets, it does not provide them with any mechanisms for doing so. Recognizing this gap, the Ministry asked CITIES for help.

Instilling a Sense of Responsibility in Municipalities
Since late 2017, USAID CITIES has been working with Jordanian municipalities to identify effective two-way communication and outreach tools between the municipality and the community. Through USAID-supported inclusive consultative sessions, a new wave of mutual responsibility has risen, instilling a sense of accountability, not only at the municipality level, but the community level.
